CHAPTER I

INTRODUCTION

1.1  Background

The quality of education
in Indonesia currently is very apprehensive. Even though education
is one of the key vehicles for the
intellectual and professional development of our people and plays an
increasingly important role in supporting a stronger and more globally
competitive Indonesia.

According to survey by Political
and Economic Risk Consultant (PERC), Indonesia have the worst education quality
in Indonesia. This is happened because of the uneven techer distribution and
access to education itself. Many people might not be able to achieve proper
education because the school’s are only located in district’s capital.
Furthermore, the number of qualified teachers is still not evenly distributed in
rural areas.

The lack of awareness of
the people itself is one of the factor of poor quality education. People in
Indonesia still need motivation to apply for school, they still think that
education is not really importance for them.

CHAPTER II

THEORY AND DISCUSSION

2.1 Education quality in
Indonesia

            As all we know, the education quality in Indonesia is really
bad. This is proven by the teacher’s quality, access to education, and the
student. According to the Director General of Primary Education at the
Ministry of Education and Culture, Muhammad Hamid, many elementary schools (SD)
in Indonesia face a serious shortage of teachers.  The amount is estimated
to reach 112,000 teachers. Of 120 countries included in the 2012 UNESCO Education For All Global
Monitoring Report, which measures education quality, Indonesia is ranked 64th.
UNESCO’s 2011 Education Development Index (EDI) ranked Indonesia 69th out of
127 countries.

 Additionally,
the number of children that have dropped out of school in Indonesia is still
high. “Based on the Ministry’s  data in 2010, there are more than 1.8
million children each year cannot continue their education. This is caused by
three factors, namely economic factors, children who are forced to work to
support the family, and marriage at an early age,” according to the
Directorate General of Higher Education Secretary Dr. Ir. Patdono Suwignjo, M.
Eng, Sc in Jakarta. According to the latest Human Development Index,
reported by the UNDP, Indonesia ranked 121st out of 185 countries, with an HDI
of .629. The report shows that Indonesia is ranked lower than two of its
neighboring ASEAN countries, Malaysia (64th) and Singapore (18th). The average
score for the region was 0.683.

            There
are several aspect that cause education quality in Indonesia. Among other is Curriculum
Development, quality of teacher, teaching and evaluation issue, and
decentralisation issue. As mentioned by Pasha Aulia Muhammad, curriculum development and its
implementation are messed at all. We will start from curriculum development. As
he wrote, Indonesian curriculum development were and are done by central
government official in Ministry of Education. While many other countries have
done it in centralised manner, such as Japan and South Korea (I choose these
countries for PISA results too), there are some problem with our curriculum
development process.

 

 

2.2 Solution
for quality education in Indonesia

As listed in Pancasila
point 2  “Just and civilised humanity”, we
having the right to have the same level of education. Many educational scholars, activists, and
ministry officials have all recognized the need to address Indonesia’s
educational problems. “We have to solve the education problems, because
knowledge ownership is key to achieving one’s well-being,”  according
to Anies Baswedan. In addition to providing scholarships for teachers, the
Government of Indonesia has implemented various policies to improve the
education quality in order to face the global competition which marked by the
realization of the ASEAN Community in 2015.

In school and also
university, we study harder and harder to get the best score without
understanding what for and how to use its lessons in the real life. The lesson
from school is not relevance with what our earth reserve for us. We just
selling raw material of our overflow natural resources with the cheapest price,
we do not have any creativities to change raw material to useful things because
we never get it from school. And the result, we never get wealth and prosperity
from our own natural resources, we are still under the poor line, nevertheless
many countries can be great country because they can utilize our natural
resources like gold by Freeport and Newmont as a corporation from USA, fuel is
explored by Chevron, Exxon Mobil, Conoco, etc, and we only get tax from them.
But it is so different if our education teaches us in advance to utilize
natural resources to be high quality product as an entrepreneur not to be a
worker or work seeker mentality. We can administer our own natural resources
because we are entrepreneur, not just getting job from strange corporations.

It
means that our education has to change the orientation of education which teach
people from seeking job to making job field, not only get high score in school
but also to utilize that lessons for getting money, and the most important how
to administer natural resources for each region by their selves with local rich
and their own capability. Government should make local wisdom of education for
every region because of diversity of their natural resource wealth to build
their own regency. And I am sure eventually we will be great people with the
biggest country in this world because of our good education system.

3.1  Conclusion

            The quality education
in Indonesia is still very bad. It caused by several factor, among other is Curriculum Development, Quality of Teacher,
