Introduction City District Government Lahore (CDGL)established LWMC under section 42 of the Companies Ordinance 1984 on 19th March2010.The Lahore waste management company is governed by Board of Directors(BODs), headed by a chairman.Through an agreement called SAAMA(Service and Asset Management Agreement), all the functions and assets of SWMdepartment of CDGL and TMSs has been entrusted to LWMC.LWMC aims to develop anintegrated system of solid waste management to ensure efficient collection,transportation, recovery, treatment and disposal of the waste generated inLahore.Vision of LWMC”Transformationof Lahore as one of the cleanest cities in the world by providing customizedsolutions in the consultation with citizens and private partners to ensuresustainable, safe, clean and green environment.”Why Needed change Due to deteriorating level service of SWM(solid waste management) it was much needed to make a change in current system.
Govt decide to establish a new companyØ Therewas uncollected waste approx. 997 tons per day.Ø Therewas no washing and sweeping system of roads in city. Major roads of city remainun-swept on regular basis.Ø Containerscapacity/size was not appropriate according to population which caused openheaps was found around the containers.
Ø Inefficienttransportation system to transfer all waste with all safety measure todumpsite.Ø Badimpact on environment and health of citizeno Contamination of Soil and ground watero Emission of Green House Gaseso increase in Suspended Particles o Health of citizens and sanitary workersis affectedØ Ina City, there was no transfer station, where collection vehicles areconsolidated into loads that are transported by larger trucks or other means tomore distant final disposal facilities, typically landfill.Ø Therewas no proper waste treatment and disposal system.Ø Needto adopt corporate practices (manuals, Strategic plan, SECP guidelines, Auditetc.) Formation of LWMC (Lahore WasteManagement Company)Although Govt has decided to establish anew company as per international standards in 2009 but Efforts failed due tovarious reasons such as Economic constraints, political instability and resistancefrom SWM Management but after settlement of all issues Govt directed toestablish a company similar in approach and methodology of IstanbulMetropolitan Municipality to overcome the challenges of cleanliness.

Resistance to change of in LWMC Most of time it has observed when anyorganization wants to implement the change process there is occurrence ofresistance from employees’ side. They may be including the old employees of theorganization, the middle level managers, and other factors.
Resistance isobviously and it came from the side of employee, political party and some othersocial groups. During formation of lwmc there is also some groups or employeewho resist against implementation of change. These employees belonged to somestrong unions and support of some political parties because they are notsatisfied with change due to their self-interest, lack of trust andunderstanding of fact. Different ideas, goals of employees may also sufferafter change process. Mostly SWM employees are permanent so they are startthinking that after implementation of new process their jobs are in risk.
